City Engineer Retires: More About Dick Tuttle
After more than four decades of dedicated service in civil engineering, Dick Tuttle is retiring as the City Engineer for the City of Grain Valley. With a career spanning leadership roles across the Midwest and Southern United States, Dick has overseen water resource operations, large-scale infrastructure projects, and managed municipal engineering departments. His unwavering commitment to innovation, collaboration, and community growth has impacted the cities and communities he has served.
Among the many projects Dick has spearheaded, the pending upgrades to Front Street and the construction of a new water tower in Grain Valley stand out as transformative initiatives. Scheduled for completion in 2026, these efforts symbolize the city’s commitment to growth and innovation. Additionally, trail projects beginning in 2025 and extending into 2027 promise to enrich the community's outdoor spaces.
Dick has also played a key role in securing grants for these projects, ensuring that they not only improve infrastructure but also enhance the quality of life for residents.
As he steps into retirement, Dick looks forward to managing his 20-acre property, enjoying golf, and embarking on travel adventures with his wife, Barbara. His last day with the City of Grain Valley is Friday, January 17.

He has played a key role in many accomplishments over the last five years, including securing multiple grants for infrastructure projects.
