Utility Billing Information
Payment Options
There are several options available. Your choices are check, cash, credit/debit card, money order, automatic bill-pay, or online through the City website. To sign up for automatic bill-pay, submit a completed automatic water bill payment authorization form along with a voided check to the utility billing office. To pay your bill online, register through the link on the City's website.
Establish Water Service
If you are moving within the city limits of Grain Valley and need to establish a new water service, below is some important information for new residents.
Deposits for Water/Sewer Services are as follows:
- $50 for homeowners
- $100 for renters
- $100 for commercial accounts
We require 24 hours notice to establish, transfer, disconnect service. No exceptions. Grain Valley Water Department is open 8 a.m. - 5 p.m. Monday through Friday.
To establish service follow the steps below:
Option 1
- Contact Utility Billing at (816) 847-6280 to verify your address is within the City limits
- Print and complete the Service Agreement
- Make a legible copy of your valid driver's license or another form of picture ID
- Provide deposit in full
- Mail, email, or fax the above information to:

Please note that the Service Agreement, a form of ID, and deposit must be received in our office before water service will be established. No exceptions.
Option 2
- Come into City Hall located at 711 Main Street, Grain Valley, MO 64029 and complete a Service Agreement
- Provide a valid driver's license or another form of picture ID (we will make a copy)
- Provide deposit in full
Transfer Water Service
If you are transferring an existing water account to a new address you have the following options:
- Print and complete the Service Agreement
- Come into City Hall, 711 Main Street, Grain Valley, MO 64029
- Pay any balance due on the account you are transferring from

Name Change
If a name change or addition is needed you have the following options:
- Complete the Change of Information form
- Contact Utility Billing at (816) 847-6280
Discontinue Water Service
To discontinue your water service, you will need to fill out a "Request to Discontinue Service" form.
In order to discontinue water services a request to discontinue service form will need to be filled out in person at City Hall or printed out and returned by email or fax. Click here for a fillable form.
All disconnect requests must be submitted by the primary account holder. All disconnections are completed on weekdays (Mon-Friday) - excluding City holidays.
Landlords, property owners and property managers please call the Water Billing Office at (816) 847-6280 for assistance.
Any water deposit on your account will be applied to any outstanding balance at the time your final bill is generated. Should the deposit be greater than what is owed on your account, a check will be mailed to you for the remaining balance. All renter reposits are kept until service is discontinued.
Billing Information
Cycle 1
If your property location is south of 40 Highway
- Cycle 1 accounts will receive their water bill around the 15th of each month and it is due on the last day of each month.
- A 10% penalty or a late fee is applied to your account if payment is not received by the due date
- A senior citizen discount is available to those who are 65 and older. Please come into City Hall with the appropriate form of ID and complete the Senior Citizen Discount form
Cycle 2
If your property location is north of 40 Highway
- Cycle 2 accounts will receive their water bill around the 30th of each month and it is due on the 15th of the following month.
- A 10% penalty or a late fee is applied to your account if payment is not received by the due date
- A senior citizen discount is available to those who are 65 and older. Please come into City hall with an appropriate form of ID and complete the Senior Discount form
Payment Options
- Pay in person at City Hall
- Mail payment to City Hall
- Use the drop off box at the curb north of City Hall
- Automatic Bank Draft
- Payments are withdrawn from your account on the payment due date. An authorization form and a voided check must be provided.
- Call (866) 290-8885 with a debit/credit card (VISA, MASTERCARD, or DISCOVER)
- Pay online
Please note that if your account is delinquent and scheduled for disconnect within 48 hours, do not pay online as it may take a day before these payments are processed.
Online
Registering your account online allows you to have access to additional
information. By double-clicking on the account number you can access your account
detail such as payment/account transaction information, water consumption history, and address information. This information can also be printed.
Deposits
After 2 years of good payment history, a homeowner may request, in writing, their water deposit to be applied to their bill. All water deposits for renters are kept until service is discontinued. All deposits are applied to the final bill. Any remaining account credit after the deposit is applied to the final bill will be paid to you. Any remaining unpaid balance is your responsibility. Unpaid account balances are subject to being reported to our collection agency.
A Senior Citizen discount is available to those who are 65 years of age or older. Forms are available at the water department and proof of identification must be provided.
Delinquent Accounts
If an account is delinquent for 2 months, service will be disconnected. At that time, you will be required to pay the balance in full and a service fee. No exceptions. At that time, you will be required to pay the full balance and a $25.00 service fee.
