What do I wear to an interview?
The City of Grain Valley has a business casual work environment. Applicants are encouraged to dress in business casual or business attire for an interview.
Do I need to bring anything to my interview?
No, it is not necessary to bring anything to the interview unless specifically requested by Human Resources or the hiring department.

Liquor Licenses
How do I apply for a new liquor license?
What is the time frame for approval of a new liquor license?
For temporary/catering liquor licenses, please allow for up to 15 days for processing. For all other license classes, please allow 6-12 weeks minimum. Please see the Liquor License Application Guide for more detailed information on the process. All City Liquor Licenses expire on June 30th of each year and must be renewed annually. Annual renewals must be received by May 31st of each year to avoid penalty and possible lapse in license.
Occupational Licenses
Who needs an occupational license?
Per Section 605.030 of the Grain Valley Municipal Code, it shall be unlawful for any person to operate a business within the city without first having obtained a valid occupational license or permit. It shall be unlawful for a person to continue to operate a business after the expiration of the license unless a new license has been issued.
How can I apply for an occupational license (business license)?
The Occupational License Application can be completed online. Click here to apply now. Once the license has been approved, a payment link will be sent to the email address on file with that license.
How can I pay for my occupational license?
Currently, we can accept payment by check, cash or online via credit card. If paying by card, a payment link will be provided once the occupational license application has been approved.
How long are the occupational licenses valid?
Occupational Licenses are valid from July 1 to June 30 of the following year. All renewals are due by July 1 of each year. Late payments are subject to penalties, per section 605.090 of the Grain Valley Municipal Code.
What do I need to include/upload with my application?
This depends on the business type and the following covers the most common licenses:
All Contractors and Sub-Contractors:
- Certificate of Insurance showing General Liability and Workers’ Compensation Insurance with the City of Grain Valley listed as a certificate holder
- If a Master Trade and no Workers’ Compensation Policy, an Affidavit of Exemption for Workers’ Compensation Insurance is required pursuant to §287.061, RSMo
- Electricians, Plumbers and HVAC/Mechanical Contractors: please provide/upload proof of certification
All other business types:
- If 5 or more employees, please include evidence of Workers’ Compensation Insurance
- If sales tax is charged, please include a current no tax due letter from the Department of Revenue
Community Development
Building Inspections
Do I need a building permit for a deck?
Decks more than 30" above grade will require a permit. Any deck attached to a house at any height also requires a permit. View Residential Decks and Construction Guidelines for more information.
Do I need a permit for a detached building?
If it is two hundred (200) square feet or less you do not need a permit, but it still must maintain the required 5-foot setbacks from all property lines. Any structure on the property cannot be on a utility easement.
How big can a detached building be and where can I build it?
A detached structure can be up to one thousand (1000) square feet or 30% of the rear yard, whichever is less and must be five (5) feet from the side and rear property lines and five (5) feet from any other structure on the property. In addition, it may not be located in front of the house.
Can I place an inflatable pool on my driveway?
Any pool that is capable of holding 24 inches of water or more is required to be placed in the rear yard and must have a minimum of a four (4) foot fence or barrier around the pool with a lockable, self-closing gate. Are roof permits required?
Yes, and only one layer overlay is allowed. Ice and water barrier must be installed. View our Roof Permit Application.
What repairs require a permit?
Why are there small utility flags in front of my home?
Utility flags are indicative of some type of work being done that includes digging. These are placed so that contractors know where utilities are. If you want to know more about flags in your area, visit searchandstatus.com or call Public Works at 816-847-0091.
Codes Enforcement
What is an inoperable vehicle?
Any vehicle that is not currently licensed, has an expired or missing license plate, flat tire(s) for five days or more, on jacks/stands/support for five days or more and/or has defects that make the vehicle unable to legally be driven on the street.
Where can I park my vehicle?
Passenger vehicles are required to be parked on paved driveways or other approved driveways that lead to a garage or carport. No portion of the vehicle can block any public sidewalk, extend into the street, or be parked on any grass.
What’s the maximum height grass/weeds can be before it’s in violation?
Grass and weeds are in violation if exceeding ten (10) inches.
What am I responsible to mow?
In addition to mowing the lawn, all right of way adjacent to your property and easements included within your property lines are required to be mowed which includes everything up to the street.
What can I store outside?
Outdoor lawn furniture, grills and children’s toys. Play equipment must be located in the rear yard.
Do I need a permit to install a fence?
Yes, a permit is required. There are regulations on materials, location, and height.
Can I keep my existing gravel driveway?
If the original driveway was gravel and legally permitted at the time of installation, it would be legal, but non-conforming with current regulations. You may keep the existing gravel drive, provided you maintain it however, you may not increase the size.
What will happen if I have a code violation?
The Codes Enforcement Officer will notify you of the violation and provide you a specific time frame to comply. These time frames are determined by code. If you need additional time, please contact the Codes Enforcement Officer. If circumstances prevent your ability to make the corrections, an extension of time may be granted. Our goal is to achieve voluntary compliance through communication and cooperation. If compliance is not achieved, the Codes Enforcement Officer can take additional action either through abatement of the violation with the cost being assessed to the property or through a “notice to appear” in Municipal Court. If you are issued a “notice to appear”, you will be given an arraignment date to appear in court and have the opportunity to plead guilty or not guilty. The Municipal Court Judge will determine guilt or innocence and the appropriate penalty.
What is the code on trash container(s)?
Trash containers cannot be at the curb side/pick up area 12 hours prior or 12 hours after pick up time.
What is the code on storing trash outside?
Trash being stored outside must be in a container with a lid.
What is the code on the sidewalk being blocked?
Anything that blocks the free use of a sidewalk is not permitted. Examples are vehicles, trailers, trees, etc.
Can you park on grass?
Parking of automobiles, trucks, boats, trailers, recreational vehicles, or any motorized vehicle is not permitted on unimproved surfaces.
What is the code for grass clippings?
Grass clippings cannot be blown into the neighboring yards or the street. If this occurs, the grass clippings need to be blown/raked/pushed back into the yard.
What can be installed in the right-of-way by the road?
Mailboxes, utilities, driveways, and sidewalks are the only allowable items allowed to be installed in the right-of-way by the road.
What is the code for the maintenance of an accessory structure, detached garages, fences and walls?
It shall be maintained structurally sound and in good repair.
Sanitary Sewer
I smell sewer odors inside my house/building. What do I do?
- Check the caps on floor traps and cleanouts to ensure proper installation
- Check drains and make sure water is in the trap
- Check and make sure cleanout plugs are removed from the inside of floor drains
- Make sure there are no cracked or separated vent pipes in the interior of the structure that will allow sewer gas into your house/building
- Visually check for one of these conditions and correct if needed. If odor problems continue, have your plumber check out the entire house system for any drain system air leaks
What happens if sewage backs up in my house/building?
First, contact City of Grain Valley Public Works Maintenance Division 816.847.0091. A crew will respond to address the situation. If water does not recede after City crews clean the City sanitary sewer line, you should contact a professional plumber to have your home's service line cleared.
Why are there flags in my yard?
It is generally because there is excavation work being planned in the area and the person, company or utility planning the work has requested "locates". The flags mark the location of buried utility lines. Before The City of Grain Valley would do any major excavation work on your property you will receive a letter on your door unless an emergency situation exists.
Why did you put that manhole in my yard?
When manholes are built, the tops of the manholes are left accessible. Later when homes and businesses are built, manholes are occasionally buried in yards and driveways. The Sewer Maintenance Staff uncovers these "lost" manholes and adjusts the manholes to grade so they are accessible again. Having the manhole exposed will benefit the homeowner in a sewer emergency and reduce treatment costs.
What is a sewer lateral?
A sewer lateral is the pipe that carries wastewater from a home or business to the sanitary sewer main line in the street or easement.
What is my responsibility regarding sewer laterals?
Property owners are responsible for the laterals that run from their home or business to the sanitary sewer main line.
Why can’t I pipe my sump pump, house drains, and footer drains into my sanitary sewer lateral?
The City of Grain Valley and the Missouri Department of Natural Resources prohibits storm water discharges into the sanitary sewer system. This is to prevent overtaxing sewers which causes backups and also to minimize the amount of water that needs to be treated, which has an impact on your sewer rates.
Can I landscape around the sewer manhole?
The City recommends that all infrastructure items such as water meters, hydrants and valves are clear of any obstructions within a 3’ radius. This will benefit the City and the homeowner by providing faster access and avoid damages to landscaping.
Stormwater
What is Stormwater runoff?
The flow of water that results from precipitation and which occurs immediately following rainfall or as a result of snowmelt that is not absorbed in the ground. This runoff usually flows into the nearest stream, creek, river, lake or ocean. The runoff is not treated in any way, unless it passes through a natural filtering system such as vegetation, ponds, or wetlands.
Are substances that enter drain inlets in the street treatable or safe?
Those substances that enter the storm drain system are not treated at all! Anything poured into a gutter or a storm drain, such as used motor oil or antifreeze, may flow directly to creeks, streams or rivers.
Where does the storm water go after it drains into a storm drain?
Storm water that does not seep into the ground, drains into systems of underground pipes and may travel for many miles before being released into the streams.
If it only affects streams and creeks, why should I care?
Streams and creeks feed into rivers, lakes and the ocean. We all drink water, so we are all affected when our water systems are polluted. When water treatment costs rise, the price of drinking water goes up. Money made from tourism and water recreation can also be impacted, as are businesses and homes flooded by stormwater runoff. When we pollute our water, everyone is affected!
What can I do to reduce the amount of stormwater pollution I contribute?
- If you own a car, maintain it so it does not leak oil or other fluids. Be sure to wash it on the grass or at a car wash so the dirt and soap do not flow down the driveway and into the nearest storm drain.
- If you own a yard, do not over fertilize your grass. Never apply fertilizers or pesticides before a heavy rain. If fertilizer falls onto driveways or sidewalks, sweep it up instead of hosing it away. Mulch leaves and grass clippings and place leaves in the yard at the curb, not in the street. Doing this keeps leaves out of the gutter, where they can wash into the nearest storm drain. Turn your gutter downspouts away from hard surfaces, seed bare spots in your yard to avoid erosion and consider building a rain garden in low-lying areas of your lawn.
- Pet owners should pick up after their pets and dispose of pet waste in the garbage.
- Keep lawn and household chemicals tightly sealed and in a place where rain cannot reach them. Dispose of old or unwanted chemicals at household hazardous waste collections sites or events.
- Never put anything in a storm drain.

How do I pay a ticket online?
Tickets may be made online by clicking here.
Does the Municipal Court accept credit card payments?
Missorui Courts now accepts MasterCard, Discover, and Visa. Call (816) 847-6240 or make your payment online.
Is there a way to pay for a ticket without appearing in Court?
Some tickets may be paid without appearing in Court. You must, however, pay the ticket before your court date. If the ticket is not paid before your court date and you do not appear in court, a warrant for your arrest may be issued.
Why can't I find my name when I go search for my court date?
There are two scenarios why you may not find your name in a search:
- Scenario A: It takes at least 10 business days for the court to receive your ticket from the Police Department.
- Scenario B: Even though you were pulled over in Grain Valley, it could have been issued by Highway Patrol or Jackson County Sheriff’s Department. Those tickets are handled at the Jackson County Courthouse in Independence, MO.
What if I need to change the date of my court date?
If you need to change the date of your arraignment, you may contact the office of the Municipal Court at (816) 847-6240.
If I am a witness or victim on a case, will I be notified of the court date?
If you are a victim or a witness on a case, you will be given a subpoena by the prosecutor’s office advising you of the court date. You are required to appear. In other cases, you will not receive a notification to appear unless the defendant is pleading NOT GUILTY and requesting a TRIAL. You will then be sent a subpoena to appear.
Can I request a Public Defender to represent me?
The law only requires an attorney to be appointed if both of the following apply:
- You must be found indigent.*
- The charge must be a charge that the Judge is going to sentence you to jail.
*Any such person claiming indigency shall file with the court an affidavit which shall contain the factual information required by the commission under rules which may be established by the commission in determining indigency.
Do I have the right to be represented by an attorney?
Yes. You have the right to hire an attorney and have him/her speak for you in Court. Refer to the Your Rights in the Grain Valley Municipal Court brochure for more information.
Can I request an appeal?
If you plead NOT GUILTY, have a trial and are found guilty, you may request an appeal. The Judge will set an appeal bond and there will be a filing fee. You will have 10 days to file the appeal, post the appeal bond, and pay any costs associated with the appeal. Your case will then be heard at the Jackson County Circuit Court in Independence, by a different Judge.
Parks and Recreation
Aquatic Center
Do you have to be a resident to visit the Grain Valley Aquatic Center?
No. Both residents and non-residents are welcome at the aquatic center. Residents do receive a discounted rate for season memberships and early access to private pool rentals.
How do I prove that I am a Grain Valley resident to receive the resident rate for rentals and memberships?
Residents are asked to provide proof of residency by bringing their most recent water bill to the Grain Valley Community Center when purchasing a membership or renting a facility.
When will the Grain Valley Aquatic Center open and close for the summer?
The pool will open on the Saturday of Memorial Day weekend and the last swim of the year is on Labor Day.
When is "Open Swim" at the pool?
Mondays through Sundays: 12:00pm - 6:00pm
What are the pool hours after school starts in August?
When the Grain Valley School District resumes classes in August, hours are adjusted to weekends only (Saturdays & Sundays Noon – 6pm).
How do I know if pool activities are canceled due to inclement weather?
In the case of inclement weather, contact the Grain Valley Community Center (816-847-6230) to confirm if your pool related activity has been canceled. To ensure swimmer safety, GVPR will close the pool when lightning is detected or when the air and/or water temperature is below 70 degrees.
How do I reserve the pool for private gatherings?
All park facility rentals are done at the Grain Valley Community Center at 713 Main Street, or call (816) 847-6230.
Can I bring my own food and beverage to open swim?
No, we sell items at the concession stand. Bottled water is allowed.
Can I leave the pool and return without paying?
Yes, the daily admission fee is good for all day. Just make sure the pool staff stamps your hand for you to be able to return.
Can I bring a floatation device to the pool?
Only US Coast Guard approved floatation devices are allowed in the pool. Life jackets are available at no charge for non-swimmers.
Do I have to pay if I don’t plan on swimming and only want to watch my child or grandchild?
Yes, everyone entering the pool must pay the daily admission fee.
How old does my child need to be to stay at the pool without adult supervision?
Children under the age of 10 years old and all youth non-swimmers must be accompanied by an adult at all times.
What forms of payment do you accept at the pool?
We accept cash and debit/credit cards (Visa, MasterCard, and Discover). Cash and debit/credit cards are accepted at the front gate as well as the concession stand. Purchases at the concession stand must be $2.00 or more in order to use a debit/credit card.
Where do I enter the pool for swimming lessons or a private pool rental?
You will enter through the locker rooms on either side of the pool’s front gate. The gate will look
closed, but the locker room doors are unlocked for these programs/rentals.
How do I apply for a summer job with GVPR?
Every summer, the Parks and Recreation Department hires seasonal employees for Concession Stand Attendants and Swim Lesson Instructors. These positions generally get posted in early February so that seasonal staff is hired on by mid-March. Employment applications can be completed & submitted online through the City's website (https://www.cityofgrainvalley.org/employment/). Can you rent space for a private event?
Yes, we have 2 rooms inside the community center and 5 outside structures in our parks that are
available to rent for private gatherings. Please call (816) 847-6230 to check pricing and availability.
When is the community center open?
Mondays – Thursdays: 8:00am - 10:00pm
Fridays: 8:00am - 6:00pm
Saturdays: 8:00am - 8:00pm
Sundays: 9:00am - 6:00pm
Do you have to be a resident to use the Grain Valley Community Center?

Does your fitness facility have a month to month option?
Yes. Instead of committing to a year, patrons can choose to purchase a fitness membership on a month-to-month basis. The daily fee to the fitness center is $5.00 per person. For new visitors to the facility, your first work-out is free.
What age do you have to be to exercise in the fitness room?
18 years and older are always allowed. 16 and 17 year olds may work out only when accompanied by a paid legal guardian.
Does a membership at the community center include the pool?
No, the pool is a separate membership, as it is a seasonal facility only.
Do you accept SilverSneakers, Renew Active or Silver&Fit at the community center?
Yes, patrons who have SilverSneakers, Renew Active or Silver&Fit get free access to our fitness room and senior activities/classes. Please check with your insurance company to find out if your plan offers one of these types of memberships.

Parks
What is the difference between the pavilion and the picnic shelters at Armstrong Park?
The pavilion is the large structure behind the community center and has its own private restrooms.
The shelters are the smaller structures through the park.
Do you have to reserve the pavilion, picnic shelter or athletic field to utilize them?
No, these amenities are 1st come 1st serve unless someone has already reserved it. To guarantee use of a picnic shelter, athletic field or the pavilion, we highly recommend reserving it for your private gathering.
How do I reserve a picnic shelter, pavilion, or athletic field for private gatherings?
All park facility rentals are done at the Grain Valley Community Center at 713 Main Street, or call (816) 847-6230.
What are park hours?
6:00am - 11:00pm
Are animals allowed in the parks?
Yes. However, per City Ordinance, all animals must be leashed and under control by their owner at all times while on park property. No animals are allowed in or around athletic fields or playground areas.
Can I drink alcohol on park property?
Only when an alcohol permit has been issued. All permits are paid for at the Grain Valley Community Center at 713 Main Street, or call (816) 847-6230.
How do I apply for a summer job with GVPR?
Every summer, the Parks and Recreation Department hires seasonal employees for Park Maintenance Workers and Concession Stand Attendants. These positions generally get posted in early February so that seasonal staff is hired on by mid-March. Do you have to be a resident to participate in GVPR activities and classes?
No. Both residents and non-residents are welcome to participate in all GVPR activities and classes.
Is payment required to register for a program?
Yes, payment in full is required to register for all GVPR programs.

GVPR has a bi-monthly newsletter that is e-mailed out and highlights programs for the upcoming 2 months. We also have a text alert program in which we send a reminder on days of registration deadlines as well as a reminder on the day of free events. What happens if a program my child is registered for gets cancelled?
If any program is cancelled by GVPR, all participants who are registered will be notified by staff and a full refund will be issued.
How can I tell if a free event being offered has been canceled or postponed (due to inclement weather, etc.)?
Please call the Grain Valley Community Center (816-847-6230) and our staff will be able to update you on any free events offered.
What happens if a program I am interested in is full and I register for the waitlist?
GVPR will contact you only if a spot opens up for that program.
How do I know if my child's little league game is canceled due to inclement weather?
GVPR utilizes a text alert system in the case of inclement weather.

How do I become a volunteer for the Parks & Recreation Department?

Police
How do I get in touch with an Officer?
If you need an officer for police services call the Jackson County Dispatch center 816-795- 1960. For all emergencies call 911. Grain Valley Police are dispatched through the Sheriff’s Department dispatch center 24 hours a day, 7 days a week. For administrative inquires, call the Grain Valley Police at 816-847-6250. If no administrative personnel are available, a message can be left. Do not leave messages requesting police response, instead call dispatch at 816-795-1960. Emails may be sent to gvmopd@cityofgrainvalley.org, but not for emergency situations.
When can I get a copy of a report?
Generally police reports are available 5 – 7 business days after the initial report has been completed by the officer, unless the incident is still under investigation. Contact the department at 816-847- 6250 to see if the report is available. There is a fee of $5.00 for copies of police reports, and you need to fill out the report reproduction request form. It can be downloaded here.

When are the weather sirens tested?
Early Warning Sirens will be tested on the first Wednesday of each month at 11:00 AM. Sirens will not be tested during threatening weather. When weather conditions warrant the activation of the Early Warning Siren system, an “all clear” will not be given. Residents need to tune into a local radio or TV channel for information. Reminder: the Early Warning Sirens are designed to alert individuals who are outdoors.
Do I need a permit to have a parade or block party?
Yes, a Special Event application needs to be completed and approved by Police Administration. Once received the officers are notified. If cones and/or barricades are needed Public Works will also be notified. Please be respectful of surrounding houses or streets. If the Police Department receives complaints of noise or any other disturbance you may be asked to end your event.

If I lock my keys in my car, can an officer help me open it?
Officers are not authorized to make entries into vehicles except in emergency situations (i.e. child locked in car). You should call a locksmith, a tow company, or your auto club.
How can I obtain a release for my impounded vehicle?
The vehicle will only be released to the registered owner. The vehicle will not be released to an intoxicated person, nor will they be released on an open title. If you are the registered owner, you need to bring your driver’s license and proof of ownership (i.e. title) to the police station. Staff will review the paperwork and either sign the release form, or instruct you on the additional needed information you need to pick up your vehicle. The owner of the vehicle is responsible for all towing and storage fees, which must be paid to the tow company prior to release of the vehicle.
When am I required to stop for a school bus?
A driver shall stop upon meeting or overtaking from either direction any school bus which has stopped for the purpose of receiving or discharging students or other passengers, signaled by the flashing red lights and stop arm. A driver shall not proceed until the bus resumes motion or until signaled by its driver to proceed.
Is there a curfew?
Persons 16 years and younger, unless accompanied by parent or guardian or going to or from employment, shall not be in or upon any public place within the city between the hours of:
11:00 pm – 5:00 AM Sunday through Thursday
Midnight – 5:00 AM Friday and Saturday
There is also a daytime curfew during the school year, if not in school for any reason; they cannot be out in a public place, unless authorized by the school or home schooled.
Animal Control
What hours can you call Animal Control for questions?
Animal Control is part of the Grain Valley Police Department’s Support Services Division. The Animal Control Officer (ACO) works during normal business hours from 8:00 AM and 5:00 PM Monday through Friday and only covers domestic animals. Wild animals (example: Deer, raccoon, opossums) are not part of the ACO job duties. If it is an immediate animal need Police officers will be able to assist you, and then refer you to the ACO for follow up.
When is the Animal Control Officer available for pick-ups?
Monday through Friday 8 AM – 5 PM at (816) 847-6250. For after hours or weekend emergency calls like animal bite, inured animal, etc., you must contact the Police Dispatch at (816) 795-1960.
How do I get an animal license for my animal?
Animal licenses can be purchased at City Hall. Remember to bring proof of current rabies vaccination from your veterinarian.
How often do I have to update my animal license?
Animal licenses need to be renewed no later than February 1st of each year.
What is the cost of a city animal license for my animal?
$10.00 per dog or cat (limit 4); Pot-Bellied Pig $100.00 (limit 1); Primates $100.00 (limit 4); Ferrets $100.00 (limit 4). There is a total limit 4 domesticated animals per household. You cannot have 4 ferrets and 4 dogs etc.
Is there a leash law in Grain Valley?
Yes, all animals must be under the control of their owners at all times, either by leash, fence (electronic / physical) or other means.
Where is my animal taken if captured by Grain Valley Animal Control Officer?
All animals picked up by the city are kept in the City’s pound or contract kennel for up to 5 days. After 5 days, if unclaimed by the owner, animals may be sent to local rescues, relocated at the Half Way Home Pet Adoptions facility, adopted to a new family, or humanely euthanized. Owners of animals are responsible for kennel fees and may be subject to citation for violation of city pet ordinances.
How do I get my pet back from Grain Valley Animal Control?
In order to retrieve your pet, you must come to the Police Department and pay all associated fees. If the animal has been transferred to the Half Way Home Pet Adoptions facility or another rescue organization you may be required to pay their fees, as well.
What happens if my animal is picked up injured?
Any injured animal impounded by the City of Grain Valley will be treated humanely and every effort will be made to contact the owner prior to euthanizing any suffering animal. If the owner cannot be reached, the animal will either be treated or humanely euthanized as advised by the Veterinarian. Any veterinary cost incurred will be billed to the animal owner.
How do I report a lost or found animal?

How can I get my water tested?
If your home is served by a water system, get a copy of your annual water quality report before you test your water. This report will tell you what contaminants, normal and otherwise, have been found in your drinking water and at what level.
How will I know if my water isn't safe to drink?
The City will notify you by newspaper, mail, radio, TV, or hand-delivery if your water doesn't meet EPA or state standards or if there is a waterborne disease emergency. The notice will describe any precautions you need to take, such as boiling your water.
Where does the water come from?
The City of Grain Valley’s water is 60% supplied from the City of Independence and 40% supplied from Tri-County Water Authority. Both suppliers pump the water from the Missouri River for treatment then the water is distributed to water distribution systems all around the area.
How can I check my water meter?
Water meters are mechanical devices and most work in a similar manner. They have a measurement device in an ‘inner chamber’ that is calibrated to record the amount of water that goes through the meter. Most meters in one, two and three family homes record water in tenths of cubic feet. A cubic foot of water is approximately equivalent to 7 1⁄2 gallons of water. (You could actually use a five gallon bucket and measure it filled one and one half times, which would be roughly equal to a cubic foot.)
From time to time I get rusty-looking water at home. Sometimes I can even see little specks of rust floating in the water. What is the cause of this, and what should I do when it happens?
Red water, named after the red or black rust specks you asked about, sometimes occurs when there is an increase or change in water flow, largely caused by water main breaks, fire hydrant activations, and flow direction changes made by local towns. These rare occurrences knock off small particles of rust and stir up sediments in the pipes. It is a temporary condition that usually clears up in a couple of hours. If possible, you should refrain from using water -- for laundry, dishes, cooking and drinking -- until the condition clears up.
Why do I have cloudy water?
This is caused by air bubbles in the water. It usually happens when it is very cold, the water has been turned off outside and air gets mixed in with the water supply. It is completely harmless. The best thing to do is let it sit in an open container until the bubbles naturally disappear.
What if I have low water pressure?
Contact the City of Grain Valley Maintenance Division. Staff will perform a pressure test on an outside spicket on the house or meter. Staff will notify you of the results and recommend if a professional plumber needs to be called.
Do I own the water meter?
The water meter is City property. Any lawful tampering and use is against the Grain Valley Municipal Code: SECTION 700.100. Upon conviction, a person shall be subject to punishment as provided in Section 100.110 of this Code.
Do I own the water main?
No, the homeowner maintains the service line from the house to the meter. The City maintains the service line from the meter to the main.
Can I put landscaping around my water meter well?
The City recommends that all infrastructure items such as water meters, hydrants and valves are clear of any obstructions within a 3’ radius. This will benefit the City and the homeowner by providing faster access and avoid damages to landscaping.
How can I get my water meter well raised/lowered?
Contact the Public Works Maintenance Division 816.847.0091. Staff will inspect the well and determine the proper grade at no charge.
Why are there flags in my yard?
It is generally because there is excavation work being planned in the area and the person, company or utility planning the work has requested "locates". The flags mark the location of buried utility lines. Before The City of Grain Valley would do any major excavation work on your property you will receive a letter on your door unless an emergency situation exists.
